Purpose of the Role

The Registered Energy Manager (REM) is a hotel-based appointment responsible for ensuring compliance with the requirements of Suruhanjaya Tenaga (Energy Commission Malaysia) under the Energy Efficiency and Conservation Act and related Guidelines. The REM manages, monitors, and improves the hotel’s energy performance while maintaining guest comfort, operational continuity, and brand standards.

The role supports statutory compliance, effective implementation of the Energy Management System (EnMS), and accurate reporting of energy efficiency and conservation activities for the hotel as an energy consumer.

 

Key Duties and Responsibilities

1. Energy Data Collection and Analysis (Regulatory Compliance)

  • Collect, record, and analyse energy consumption data for all applicable energy sources and resources used by the hotel, as specified under the First Schedule and Second Schedule of the Act.
  • Ensure energy consumption data is accurately recorded for electricity, gas, fuel, water, and other applicable utilities.
  • Collect and analyse energy consumption data for at least twelve (12) consecutive months prior to appointment, where applicable.
  • Continuously collect and analyse energy consumption data throughout the tenure of appointment.
  • Analyse energy consumption trends, patterns, and variations, taking into consideration hotel operational factors such as occupancy rate, seasonal demand, and operating hours.
 

2. Implementation of Energy Management System (EnMS)

  • Assist the Energy Management Committee in preparing, proposing, and obtaining top management approval for the Hotel Energy Policy, in accordance with the Guidelines on Energy Management System issued by Suruhanjaya Tenaga.
  • Propose EnMS objectives, targets, and Energy Efficiency Indicators (EEI) relevant to hotel operations to the Energy Management Committee.
  • Propose action plans to achieve approved EnMS objectives and targets without compromising guest comfort or hotel operations.
  • Propose resources required for continual improvement of energy management and performance, including manpower, training, and system upgrades.
  • Assist the Energy Management Committee in developing and maintaining a structured EnMS implementation plan, including defined roles, responsibilities, and timelines.
  • Monitor the execution of the EnMS implementation plan and report progress to the Energy Management Committee.
 

3. Monitoring and Governance of EnMS Implementation

  • Monitor the implementation and effectiveness of the EnMS in accordance with regulatory requirements, including:
    • Verifying the accuracy and reliability of energy data to ensure it reflects actual hotel energy performance.
    • Arranging Energy Management Committee meetings at least four (4) times per year and recording or ensuring the recording of meeting minutes.
    • Ensuring meeting minutes are endorsed by the designated management representative.
    • Arranging annual management review meetings with top management and recording or ensuring the recording of meeting minutes.
    • Ensuring management review minutes are endorsed by top management.
    • Preparing and presenting energy performance reports and EnMS progress updates to the Energy Management Committee.
 

4. Energy Efficiency & Conservation (EE&C) Reporting

  • Prepare and submit the Energy Efficiency & Conservation (EE&C) Report for the hotel in accordance with the format and requirements specified in the Guidelines on Energy Efficiency & Conservation Report issued by Suruhanjaya Tenaga.

 

5. Verification and Accuracy of Energy Reporting

  • Ensure the accuracy and integrity of all information provided in the EE&C Report by:
    • Comparing reported energy consumption and cost data against actual utility bills and invoices.
    • Reviewing supporting documents including maintenance records, equipment specifications, operating schedules, and energy audit reports.
    • Ensuring reported data is consistent with the hotel’s physical infrastructure and operational practices.
 

6. Energy Saving Measures and Hotel Operational Support

  • Advise hotel management on practical energy saving measures suitable for hotel operations and guest environments.
  • Refer to energy saving measures identified in energy audit reports prepared by a Registered Energy Auditor when proposing action plans.
  • Propose appropriate Measurement and Verification (M&V) plans to assess the effectiveness of implemented energy efficiency measures.
  • Monitor the implementation of approved energy saving initiatives and report performance outcomes.
 

7. Other Duties as Required by Suruhanjaya Tenaga

  • Carry out any other duties as may be determined by Suruhanjaya Tenaga or required for regulatory compliance, including management and analysis of:
    • Operational and occupancy-related data relevant to hotel energy consumption.
    • Inventory of energy-consuming equipment and systems identified as Significant Energy Users (SEU) within the hotel.
    • Variable data affecting hotel energy consumption, including but not limited to occupancy rate, cooling degree days, shutdown periods, renovation activities, and special events.
 

Qualifications & Experience

  • Bachelor’s degree, diploma, or advanced vocational training in engineering, energy management, or related field.
  • Professional certification as Registered Energy Manager (REM) under Suruhanjaya Tenaga.
  • Minimum of 4 years’ experience in energy management, facilities management, or related roles.
  • Technical knowledge in electrical, mechanical, HVAC, plumbing, and energy systems.
  • Hotel experience preferred.
  • Knowledge of regulatory compliance, EE&C reporting, and energy auditing.
